Speaker Bios

Brian Kubaska, Chief Engineer, MWRA

Brian Kubaska is the Chief Engineer at the Massachusetts Water Resources Authority. He oversees the design and construction of approximately $90 million dollars of water and wastewater capital improvements per year. Over his 36-year career he has worked to reduce and eliminate CSOs within the Meto Boston area including involvement in the development, implementation and performance assessment of the MWRA’s first $900+ million-dollar Long Term Control Plan and more recently the development of a Draft Updated CSO Control Plan. He has also led various MWRA departments in implementing and maintaining SCADA system, developing maintenance contracts, and ensuring MWRA’s wastewater systems and facilities are operated to maximize flows to the Deer Island Wastewater treatment facility. Mr. Kubaska is a Massachusetts Registered Professional Engineer and holds a Bachelor of Science in Civil Engineering. 

Carrie Lavallee, Deputy Administrator and Chief Engineer, MassDOT Highway

Carrie is the Deputy Administrator and Chief Engineer at MassDOT Highway. In that role she is responsible for MassDOT’s expanded capital program that includes increased Federal infrastructure funding and one of the largest investments in bridges in the Commonwealth’s history. 

Over the last two decades, Carrie has served in multiple roles at MassDOT starting as a Project Designer and working her way up through Project Management. Previously, she served as the District 6 Project Development Engineer helping to develop solutions to some of the most complex transportation problems facing the Greater Boston area before becoming the Chief Engineer. Additionally, Carrie has been a longtime member of MassDOT’s Underwater Bridge Inspection Team performing inspections throughout Massachusetts. Carrie is a licensed professional engineer, a certified bridge inspector, an active member of WTS International and on the WTS Boston Advisory Board, the President of the newly chartered New England Section of ASHE, various AASHTO committees and TRB committees, and holds a BS in Civil Engineering from the University of Massachusetts, Amherst.

Shaunna Jammal, Chief of Capital Program Support, MBTA

Shaunna Jammal joined the Massachusetts Bay Transportation Authority (MBTA) in September 2023 as the Deputy Chief of Contract Services and now holds the position of Chief of Capital Program Support.  Shaunna oversees Contract Services, Construction Quality and Field Services, Project Controls and Project Management Information System.  These groups ensure compliance by providing support to staffing and services on projects throughout the MBTA and 3rd party projects.

Before joining the MBTA, Shaunna worked for the The Aulson Company, first as the General Counsel, where she served as sole legal general counsel to a contracting firm specializing in lead and asbestos abatement, demolition, bridge blasting and painting, and roofing and then as Chief Operating Officer, where she handled all external financial relationships, managing bonding, lines of credit, refinancing, etc. as well as overseeing project management, contract negotiations, bid protests, and corporate certifications.

Shaunna has an J.D. from Suffolk Law School and also a B.S. in Business Administration from Boston University, School of Management.  In addition, she also sits on the Public Construction Projects Advisory Council.

Jay Mitchell, Deputy Commissioner, Office of Design & Construction, DCAMM

Jay is a graduate of Tufts University (B.S. Civil Engineering) and the University of Texas at Austin (M.S. Construction Engineering & Project Management) and has been serving the Commonwealth of Massachusetts as Deputy Commissioner since September of 2017 after concluding a 25-year active-duty career as a Captain in the Navy’s Civil Engineer Corps/Seabees. 

Throughout his career, Jay has served in increasingly complex leadership roles.  In his final assignment with the Navy, he was the Commanding Officer of the Naval Facilities Engineering and Expeditionary Warfare Center in Port Hueneme, CA. 

As Deputy Commissioner, Jay leads a team of ~120 design and construction professionals delivering over $3B in capital improvements, deferred maintenance, and energy/decarbonization programs supporting all 29 public colleges and universities, health & human services, trial courts, state police, correctional facilities, and general administrative space throughout Massachusetts. 

Michael Guilmet, Director of Project Delivery for Capital Programs, Massport

Michael Guilmet is the Director of Project Delivery for Capital Programs at Massport.  He oversees Capital Programs Deputy Directors and Project Managers in the delivery of design and construction projects throughout Massport’s properties and developments.  Michael’s additional duties at Massport include providing an integral role in the development, management and delivery of Massport’s $4.1 Billion Capital Investment Plan.  He is a structural engineer licensed in the Commonwealth of Massachusetts and has previously held professional registration in eight states. He has over 35 years of experience including his current role at Massport.  Prior to joining Massport, Michael served as managing partner for a mid-size engineering firm based in the greater Boston area.
