"Casinos Update: Construction Gets Started"

At the CMAA New England Breakfast Program of September 2012, Chairman Crosby and Commissioner Zuniga gave a presentation on the then newly organized Massachusetts Gaming Commission.  They described the Commission's responsibilities, public outreach, regulatory process, types of facilities that would be licensed and regulated, potential Native American casinos, application process, the fees/investments needed by casino developers, and the schedule for building and licensing casinos.

Chairman Crosby has been kind enough to accept our invitation to discuss what has happened in the last two years during the casino licensing process, the locations, competition, selection criteria, "lessons learned", the status of licensing/building schedule, and the current focus - the impending design and construction process.

Massachusetts Gaming Commission Mission Statement

The mission of the Massachusetts Gaming Commission is to create a fair, transparent, and participatory process for implementing the expanded gaming law passed by the Legislature and signed by the Governor in November, 2011. In creating that process, the Commission will strive to ensure that its decision-making and regulatory systems engender the confidence of the public and participants, and that they provide the greatest possible economic development benefits and revenues to the people of the Commonwealth, reduce to the maximum extent possible the potentially negative or unintended consequences of the new legislation, and allow an appropriate return on investment for gaming providers that assures the operation of casino-resorts of the highest quality.

Prior to serving as Chair of the Massachusetts Gaming Commission, Mr. Crosby served as Founding Dean of the John W. McCormack Graduate School of Policy and Global Studies at UMass Boston. He was also the Secretary of Administration and Finance to Governors' Paul Cellucci and Jane M. Swift from 2000-2002.  He has 45 years of experience in policy making, entrepreneurship, non-profits and academics. Mr. Crosby received his B.A. from Harvard College and his J.D. from Boston University.
